Could not load file or assembly AlphaVSS.Win2003.x86

I can use this [AlphaVSS.WinXP.x86.dll] on a development machine and it works fine.

When I try to run vb.net code on a target PC I get this error.

Any suggestions or direction would be greatly appreciated.

This was done using VS 2008.  I think there are some "components" required for this for target PCs.  I am not sure about .Net Framework 3.5 vs .Net Framework 2.0.
